Bars on the windows made rescue difficult

 At St. Elizabeth's, the women's mental ward at Mercy Hospital, many patients were allowed to roam freely within the complex, but the upstairs windows were barred and some rooms were locked at night. Firefighters tried in vain to hack at the bars, but in the end 40 of the 63 patients and the night nurse supervisor were killed.
