NETC Library Services: Overview

NETC Library Services Matrix

NFA and EMI program students are students accepted into and currently participating in multi-course programs:

  • NFA Executive Fire Officer Program
  • NFA Managing Officer Program
  • EMI Master Exercise Practitioner Program
  • EMI Master Public Information Officer Program
  • EMI National Emergency Management Advanced Academy
  • EMI National Emergency Management Executive Academy
  • EMI Planning Practitioner Program

NFA and EMI students not in the programs listed above may apply for access to eBooks within 30 days before or after their course dates.

Services for FEMA staff: Staff of all DHS Components are served by the DHS Research Library and Information Services Program (DHS Directive Number 072-01). The DHS Library has a comprehensive set of databases, eBooks, and research services. The DHS Library and its librarians can be found on FEMA Connect under "Policies and Governance" and on DHS Connect under "For Employees."

NETC Library will lend items from our print collections to USFA, EMI, and FEMA staff in person or by mail to office addresses.  NETC Library eBooks that are not also available through the DHS Library can be provided to USFA and EMI staff upon request.

NETC Library Cards - Testing Program

NETC Library is testing virtual library cards. Virtual library cards will provide students and instructors access to e-journals and EBSCO databases.  We are testing the library cards with EFO R5201 courses during July – December 2024. Pending successful testing, we will be able to extend virtual library cards to students in other programs.  If you have received a virtual library card and have comments or questions, please send us an email at FEMA-NETCLibrary@fema.dhs.gov.

Services for NETC Students, Instructors, and Training Specialists

All NETC students and instructors have access to the following services:

Students in NFA and EMI multi-course programs have additional access to:

  • Full text research databases (contact the library to set up your account).
  • EFO students may check out books by mail directly from the library.

Additional Services for NETC Instructors and Training Specialists

NETC Library is here to support instructors and training specialists with teaching and learning through these services:

  • Customized library instruction sessions.
  • Customized library guides.
  • eBooks for classes.
  • Electronic article delivery service.
  • Special purchasing of requested books or eBooks.
